Mabalozi wa nchi zinazounda Umoja wa Ulaya (EU) wameeleza kusikitishwa na kitendo cha Tume ya Uchaguzi (ZEC) kutangaza tarehe ya marudui ya Uchaguzi wakati mazungumzo ya kutatua mgogoro yakiendelea na kumtaka Rais John Magufuli kutumia nafasi yake ya uongozi kutatua mtanziko wa kisiasa visiwani Zanzibar.
Taarifa ya pamoja iliyotumwa kwa vyombo vya habari na mabalozi hao jana, pia inamtaka Rais Magufuli kuendeleza wito wake wa kuzitaka pande zote zitafute suluhu kwa amani.
Tamko hilo limetolewa siku saba baada ya mwenyekiti wa ZEC, Jecha Salum Jecha kutangaza kuwa uchaguzi wa rais wa Zanzibar, wawakilishi na madiwani utarudiwa Jumapili ya Machi 20, lakini siku tano baadaye CUF ilitoa tamko la kutoshiriki uchaguzi huo wa marudio.
Kutokana na sakata hilo, mabalozi hao wamelaani kitendo hicho wakisema kurudia uchaguzi kwa kigezo kuwa utaratibu ulikiuka, kinawatia wasiwasi kwa kuwa tume hiyo haikutoa ushahidi wa ukiukwaji huo.
Mabalozi hao wamesema katika tamko lao kuwa ZEC imerudia kauli yake ya kuwa uchaguzi ulikiuka taratibu licha ya waangalizi kutoka EU, Jumuiya za Afrika Mashariki, Sadc Marekani na Jumuiya ya Madola kufanya tathmini na kujiridhisha kuwa ulikuwa huru na haki.
“Tunasikitika kuwa ZEC imetangaza tena kuwa uchaguzi utarudiwa Zanzibar, wakati mazungumzo baina ya pande mbili yanaendelea. Kwa manufaa ya Watanzania wote, tunasisitiza kuwa hali ya kisiasa ya visiwani humo ni bora ikatatuliwa kwa pande mbili kukubaliana,”inasema taarifa hiyo.
Taarifa hiyo iliyotumwa kwa ushirikiano wa mabalozi wa Uholanzi, Norway, Hispania, Italia, Ujerumani, Finland, Ufaransa, Sweden, Uswisi, Uingereza, Ireland na Marekani inasisitiza kuwa kitendo cha upande mmoja kuamua kurudia uchaguzi, kinaweza kuzidisha hofu na taharuki miongoni mwa Wazanzibari.
“Tunawaomba Wazanzibari kuwa watulivu na wavumilivu nyakati hizi na tunazitaka pande zote mbili na washirika wao kuendelea kufanya kazi pamoja ili wapate suluhisho la amani,” ilisema taarifa hiyo.
Pia inasema ili uchaguzi uwe wa kuaminika, mchakato wake hauna budi kuziwakilisha pande zote na kuwa huru na wa haki.
Hata hivyo, mabalozi hao wamesema kulingana na mazingira ya Zanzibar kwa sasa, itakuwa vigumu kwa waangalizi wa kimataifa kutegemewa kushiriki kwa namna yoyote katika uchaguzi huo.

STATEMENT ON ANNOUNCEMENT OF ELECTION RE-RUN IN ZANZIBAR
The High Commissioners and Ambassadors to Tanzania of Belgium, Canada, Denmark, the European Union, Finland, France, Germany, Ireland, Italy, the Netherlands, Norway, Spain, Sweden, Switzerland, the United Kingdom and the United States, today issued the following statement regarding the recent announcement of an election re-run in Zanzibar:
“We reiterate our concern with the Zanzibar Electoral Commission’s decision to annul the election of October 25, 2015, without having provided evidence to substantiate its claim that irregularities had taken place, and despite the positive assessments of electoral observation missions conducted by the Commonwealth Secretariat, the African Union, the Southern African Development Community, the East African Community, the European Union, and the United States of America.
“We regret that an election re-run was announced, while a dialogue between parties was still ongoing. For the benefit of all Tanzanians, we reaffirm our belief that the current political impasse in Zanzibar would be best addressed through a mutually acceptable and negotiated solution.
“We are deeply concerned that the unilateral declaration of a re-run may lead to an escalation of intimidation and tensions. We commend the population of Zanzibar for having exercised calm and restraint to this date, and call on all parties and their supporters to continue to work together towards finding a peaceful solution.
“In order to be credible, electoral processes must be inclusive and representative. Under the current circumstances, the provision of international electoral observation would be difficult to consider.
“We urge President Magufuli to exercise leadership in this political impasse, and to pursue his previous calls for a negotiated solution between parties, so as to ensure a peaceful outcome, but also one that ensures the integrity of the electoral process.
